The landscapes of Project IGI, the "virtually endless vistas" of which are inherited from the game's incarnation as a flight simulator, are sparsely populated by idiotic terrorists, whom you shoot. Only the vast amount of weapons to shoot cheered Daily Radar, other than that the game was considered uncreative.

As Gamespot pointed out, the game uses a mix of violence and realism already found in Rainbow 6, Delta Force, and SWAT 3 in which you "kick ass" in the name of democracy, as defined by Tom Clancy. IGN regarded the game as "the middle between a more realistic shooter and an arcade-y rumble against some of the dumbest terrorists ever."

"All the classic examples of bad game AI are evident here," wrote Daily Radar. For instance, it was too easy to approach two men, shoot one in the back while the other stared off into space, unfazed by the sudden bleeding of his friend. The game, like it's title, is long and puzzling.
